While traveling around North Vietnam in February 2015 I had the chance to visit a couple of Buddhist orphanages in the outskirts of Hanoi.
Here children with disabilities or mental problems/difficulties are left by their parents who can not take care of them adequately. This is common practice in Vietnam and other countries in South East Asia. The monks and nuns welcome, take care and raise these children in the best way they can… they try to give them an education too, even if the conditions are quite hard and economically very difficult. In Vietnam I've helped quite a few of these communities by leaving offerings to the monks/nuns.
